About the Organization
Project HOPE Namibia (PHN) is an indigenous regional African NGO founded in 2004 with technical expertise in infectious diseases, maternal and child health, and economic strengthening with a programmatic presence across the continent. PHN has over 20 years' experience implementing public health programming in Africa with demonstrated capacity to implement PEPFAR-funded OVC & DREAMS projects in Namibia and Malawi.
In Namibia, PHN was USAID's lead partner for OVC and DREAMS programming since 2013 and 2018, respectively. PHN works in collaboration with local stakeholders, host government ministries, and other partners in countries of implementation to ensure implementation in accordance with the local context and with buy-in from the appropriate stakeholders.
Project HOPE Namibia – Malawi (PHN-MA), registered in Malawi in 2024, is currently implementing the Ana ndi Achinyamata Patsogolo (ANAPA) project in Malawi, a five-year, $60 million initiative funded by PEPFAR/USAID previously and now under the US Government's Department of State (DoS).
Initially designed to prevent new HIV infections by increasing uptake of health, HIV, and social services among children, adolescents, and their families, the project shifted focus following the stop work order. ANAPA now prioritizes the provision of life-saving HIV care and treatment services for vulnerable children.
Job Summary
The Assistant M&E Officer will be responsible for data capturing, quality assurance, mentorship, analysis, and reporting for programme activities. He/she will also provide support and verify data for site-specific or district-wide activities under the guidance of the District MEL Officer.
The Assistant M&E Officer will work directly with community-based cadres to ensure data captured in the District Health Information System 2 (DHIS2) and paper-based files are filed and maintained accordingly.
Specific Duties and Responsibilities
- Support timely data entry into the DHIS2 to ensure accurate and timely input of project-related information, supporting monitoring, evaluation, and reporting activities for the ANAPA programme
- Provide first-line data management support to CPWs and CCWs to ensure data capturing is done online. Verify data for completeness, cleanliness, accuracy, and document-related data quality challenges
- Provide first-line support on data management processes at facility and district level
- Maintain a weekly schedule for regular field visits for mentoring and supervision and provide data quality assurance and verification
- Maintain, compile, and share a weekly journal on data quality issues with the District MEL team
- Provide weekly reports to the supervisor on the data entry status (received versus captured)
- Manage physical and digital paperwork, organize data entry outputs, and secure hard copies to ensure efficient retrieval and data integrity in accordance with the ANAPA filing system SOPs
- Undertake facility/catchment Routine Data Quality Assessment (RDQA)
- Maintain good communication with Community Cadres and Supervisors
- Adhere to policies and procedures in day-to-day operations
- Respond timely to information queries
- Comply with data integrity and security policies
- Any other duties as delegated by the supervisor
Requirements
Minimum Qualifications, Experience and Required Skills
- A Diploma in Statistics, Applied Mathematics, Economics, or related fields
- Experience in data entry, management, and analysis of OVC data is an added advantage
- Proven ICT skills, specifically in Microsoft Office packages and DHIS2
- Possess excellent communication skills
- Typing and data entry skills
- Attention to detail, results-driven, and ability to work under pressure
- Ability to work independently and within a team
