Job Description

The Gender Justice Programme Manager provides strategic, technical, and people leadership for Oxfam's gender justice portfolio across the Southern Africa (SAF) Cluster. The role ensures that feminist, rights-based, and gender-transformative approaches are effectively designed, delivered, and embedded within programmes and partnerships. The Programme Manager leads a multi-country team, strengthens partner capacity, and ensures that gender justice is integrated across climate justice, economic justice, and humanitarian programming.
KEY RESPONSIBILITIES
1. Strategic Gender Justice Leadership & Positioning (15%)
- Define and guide gender justice priorities across the cluster.
- Support integration of feminist principles within the SAF Strategy.
2. People Management & Leadership of Gender Justice Function (20%)
- Line manage Gender Justice Technical Coordinators ensuring clarity of roles and accountability.
- Establish strong performance management practices, including objective setting, feedback, and performance improvement.
3. Programme Design & Thematic Integration (20%)
- Support development of gender-transformative programme approaches.
- Ensure integration across climate justice, economic justice, and humanitarian programming.
4. Policy, Influencing & Advocacy Support (15%)
- Support development of gender-related advocacy strategies and messaging.
- Contribute to policy positioning and influencing efforts.
5. Partner Support & Localisation (10%)
- Support partners in designing and implementing feminist approaches.
- Promote equitable partnerships and localisation principles.
6. Evidence Generation, Research & Learning (10%)
- Support development of gender-focused research and learning agendas.
- Ensure gender analysis informs programme and advocacy work.
7. Internal Capacity Strengthening & Coordination (5%)
- Provide technical guidance and training to staff.
- Support integration of gender across teams.
8. Representation & External Engagement (5%)
- Represent Oxfam in relevant forums and networks.
- Build relationships with key stakeholders in gender justice.
Requirements
KEY REQUIREMENTS
- Master's degree in Gender Studies, Development Studies, Social Sciences or equivalent professional qualification. A Bachelor's degree combined with relevant postgraduate or professional qualifications and significant experience of at least 10 years may be considered.
- 6 years of relevant experience in gender justice, women's rights, or feminist programming, with strong technical expertise in gender-transformative approaches, including at least 3 years in a team leadership or management role.
- Proven experience in managing and leading teams, including performance management and staff development.
- Strong ability to influence programme design and work across multi-country or multi-stakeholder environments.
- Strong communication, analytical, and decision-making skills.
- Ability to build strong, credible relationships with internal and external individuals and organisations.
- Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills.
- A high level of self-awareness, personal energy, stamina and flexibility.
- Proven experience as a team worker and demonstrably cooperative with members of other teams.
- Commitment to Oxfam's safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
