Job Description

OVERVIEW

NORCAP, part of the Norwegian Refugee Council (NRC), is seeking qualified consultants to conduct the mid-term evaluation of the Improving Smallholder Resilience through Customised Climate Services (ARCS) project.

Implemented in Ethiopia and Malawi from 2022 to 2027, the ARCS project aims to strengthen the resilience, food security, and well-being of smallholder farmers by improving access to reliable, demand-driven climate information services while enhancing institutional capacity for climate service delivery.

The evaluation will assess the project's implementation, operational structure, early outcomes, consortium coordination, and potential for achieving intended results using the OECD Development Assistance Committee (DAC) evaluation criteria.

KEY RESPONSIBILITIES

  • Conduct a comprehensive mid-term evaluation of the ARCS project.
  • Assess project relevance, coherence, effectiveness, efficiency, impact, and sustainability.
  • Evaluate consortium management and coordination processes.
  • Provide practical recommendations for project improvement and future scale-up.
  • Prepare and submit evaluation findings and reports.
