Job Description
The National Youth Council of Malawi (NYCOM) is a statutory corporation established under the National Youth Council of Malawi Act (Act No. 22 of 1996). Its core mandate includes developing, promoting, and coordinating youth programmes and activities, registering youth organizations, facilitating scholarships, establishing cooperation mechanisms among stakeholders, and promoting youth capacity development initiatives.
NYCOM envisions a Malawi where young people fully realize their potential and actively contribute to sustainable national development. As the implementing arm of the Ministry of Youth, the Council operates through the General Assembly, Board of Directors, Secretariat, and affiliated youth organizations. The Council works collaboratively with government, civil society, development partners, and youth-led organizations to empower young people and advocate for inclusive policies and meaningful youth participation in national development processes.
Reports to: Director of Programs
Job Purpose:
The National Youth Council of Malawi is seeking to recruit a highly motivated, strategic, and results-oriented Programs Manager to lead the planning, coordination, implementation, monitoring, and evaluation of youth development programmes. The successful candidate will provide strategic leadership in programme development and implementation while ensuring alignment with national priorities, donor requirements, and the Council's strategic objectives.
Key Responsibilities:
Lead the design, implementation, monitoring, and evaluation of youth programmes and projects
Develop annual work plans and long-term programme strategies aligned with the Council's Strategic Plan
Coordinate programme activities and ensure effective implementation within approved timelines and budgets
Monitor programme performance, evaluate impact, and prepare timely technical and donor reports
Build and strengthen partnerships with government institutions, development partners, youth organizations, and other stakeholders
Mobilize resources to support programme implementation through proposal development and donor engagement
Ensure compliance with organizational policies, donor requirements, and applicable regulations
Supervise programme staff, provide coaching and mentorship, and oversee performance management
Facilitate stakeholder engagement and promote meaningful youth participation in programme planning and implementation
Represent the Council at national, regional, and international meetings, workshops, and forums
Requirements
Qualifications and Experience:
Master's Degree in Development Studies, Social Sciences, Project Management, or a related field from a recognized university
Minimum of five (5) years' relevant experience in programme management, preferably within youth development or related sectors
Demonstrated experience in project planning, monitoring and evaluation, reporting, and programme implementation
Proven track record in resource mobilization, proposal development, and donor engagement
Strong understanding of youth development policies, strategies, and frameworks in Malawi
Membership in a relevant professional body will be an added advantage
