OVERVIEW

Oxfam GB is a member of an international confederation of 21 organisations working together with partners and local communities in the areas of humanitarian, development and campaigning, in more than 90 countries.

The Advocacy and Communications Manager provides strategic leadership and team management for Oxfam's advocacy, campaigns, and communications across the Southern Africa (SAF) Cluster. The role ensures that public-facing narratives are aligned with programme evidence and influencing priorities. It drives coordinated campaigns, media engagement, and partner voice amplification to strengthen Oxfam's positioning as a credible and influential voice on justice issues in the region.


KEY RESPONSIBILITIES

1. Strategic Advocacy & Communications Leadership (15%)

  • Define advocacy and communications priorities aligned with cluster strategy.
  • Ensure coherence between messaging, campaigns, and policy engagement.
  • Support positioning Oxfam as a credible and influential voice on justice issues.

2. People Management & Leadership of Advocacy and Communications Function (20%)

  • Line manage advocacy, communications, and campaigns staff, ensuring clarity of roles and accountability.
  • Establish strong performance management systems, including objective setting, feedback, and development.

3. Narrative Development & Strategic Messaging (15%)

  • Translate programme evidence into strategic messaging.
  • Ensure consistency of narratives across themes and countries.

4. Campaigns, Media & Public Engagement (15%)

  • Lead development and delivery of advocacy campaigns.
  • Strengthen media engagement and relationships.

5. Integration with Programme & Influencing (15%)

  • Work closely with Programme and Influencing Lead and thematic managers.
  • Ensure alignment between programme evidence and advocacy messaging.

6. Partner Voice Amplification & Localisation (10%)

  • Support partners in engaging in advocacy and communications.
  • Amplify local voices in regional and global platforms.

7. Digital Strategy & Innovation (5%)

  • Promote effective use of digital tools and platforms.
  • Support innovation in campaigns and communications approaches.

8. Knowledge Management & Learning (5%)

  • Document and share lessons from campaigns and engagement.
  • Support continuous improvement and adaptation.

Requirements

KEY REQUIREMENTS

  • Master's degree in Public Policy, Strategic Communication, Media Studies, International Human Rights, International Affairs or equivalent qualification. A Bachelor's degree combined with relevant postgraduate or professional qualifications and significant experience of at least 10 years may be considered.
  • 6 years of relevant experience in advocacy, communications, or public campaigning within development or humanitarian contexts. Strong ability to develop and deliver strategic communications and influencing initiatives, including at least 3 years in a team leadership or management role.
  • Strong technical expertise and ability to integrate programme design with influencing and policy work.
  • Proven experience in managing teams and working across multi-country or multi-stakeholder environments.
  • Strong communication, analytical, and decision-making skills.
  • Ability to build strong, credible relationships with internal and external individuals and organisations.
  • Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills.
  • A high level of self-awareness, personal energy, stamina and flexibility.
  • Proven experience as a team worker and demonstrably cooperative with members of other teams.
  • Commitment to Oxfam's safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
