Job Description

OVERVIEW

The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following vacant positions existing at Blantyre City Council.



POSITION 1: SOCIAL WELFARE OFFICER (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's Degree in Social Work, Sociology, and Community Development.
  • Those with additional training in counseling or psychosocial support will have an advantage.
  • Excellent communication, interpersonal, and record-keeping skills, coupled with a commitment to confidentiality, are essential.

KEY RESPONSIBILITIES

  • Inspects and supervises child care centers, community-based organizations (CBOs), faith-based organizations (FBOs), and local NGOs within the City Council to ensure policy compliance and safety standards.
  • Conducts needs assessments through structured interviews, evaluations, and regular home visits to identify vulnerable groups.
  • Provide psychosocial support, direct counseling, and guidance to vulnerable groups, including specialized services for gender-based violence (GBV) and HIV/AIDS.
  • Facilitates Early Childhood Development (ECD) caregiver training.
  • Conducts community home craft initiatives for women and girls.
  • Supervises and monitors Adult Literacy Classes.
  • Connects clients to essential resources, including healthcare, housing, education, and employment services.
  • Maintains complete and confidential client records.



POSITION 2: HUMAN RESOURCE MANAGEMENT OFFICER (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's Degree in Human Resource Management or an equivalent qualification obtained from an accredited and recognized university.
  • At least two (2) years of relevant work experience in a busy and dynamic organization.

KEY RESPONSIBILITIES

  • Compile monthly staff returns and maintain accurate HR records.
  • Assist in the recruitment, selection, and placement of employees.
  • Provide secretarial services to functional HR committees.
  • Control and update the schedule of established offices.
  • Support HR processes including recruitment, promotion, retirement, discipline, and termination of employment.
  • Assist in managing the Council's labor relations and conflict resolution mechanisms.
  • Guide line managers in interpreting and administering the Council's terms and conditions of service.
  • Manage staff welfare programs and initiatives.



POSITION 3: PRINCIPAL SYSTEMS ANALYST/PROGRAMMER (GRADE M4/G)

KEY REQUIREMENTS

  • Must be a serving Systems Analyst/Programmer (Grade I/M6) with four (4) years' experience at that grade.
  • Bachelor's degree in either Management Information Systems or Computing.
  • Those with a Qualification in Cyber Security will have an added advantage.

KEY RESPONSIBILITIES

  • Leads the ICT Team at the Council.
  • Prepares detailed system requirements, incorporating system, impact analysis as well as user cases.
  • Conducts reviews with Systems Analysts and other users.
  • Reviews technical system design as well as quality authorization test strategy/plan documents.
  • Participates and manages change control procedures and issue related lists.
  • Defines application problems by liaising with clients.
  • Develops solutions by preparing and evaluating alternative workflow solutions.
  • Controls solutions by establishing specifications and coordinating production with programmers.
  • Provides reference by writing documentation.
  • Supports the Council's mission and objectives by ensuring successful delivery of information systems initiatives.



POSITION 4: TOWN PLANNING OFFICER (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's Degree in Urban and Regional Planning, Land Management or Geography.
  • Knowledge of spatial planning, land use policies, and development control, alongside experience in preparing strategic and detailed location plans, processing development applications, and supporting planning committees.
  • Strong communication, report-writing, and stakeholder engagement skills are essential.

KEY RESPONSIBILITIES

  • Assists in preparing the agenda for Technical Officers Committee Meetings and Town Planning Committee meetings and representing the Council at these meetings.
  • Assists in Forward Planning as assigned from time to time.
  • Develops spatial and strategic plans: e.g., production of Detailed Location Plan.
  • Scrutinizes and processes development applications.
  • Assists in investigating complaints and breaches of planning conditions and taking legal action against those breaches.
  • Provides technical support to prospective developers.



POSITION 5: CHIEF HUMAN RESOURCES OFFICER – PLANNING AND DEVELOPMENT (GRADE M3/F)

KEY REQUIREMENTS

  • Bachelor's Degree in Human Resources Management from an accredited and recognized university.
  • At least five (5) years of practical experience in Human Resources Management.

KEY RESPONSIBILITIES

  • Develop, implement and review Human Resource Plans in alignment with the Council's strategic objectives and workforce requirements.
  • Conduct workforce planning and analysis to determine current and future staffing requirements, skills gap and critical human resource needs.
  • Advise management on organizational structures, staffing levels, establishment and optimal deployment of human resources.
  • Lead the preparation and implementation of Training and Development Plans based on identified organizational and individual training needs.
  • Coordinate Training Needs Assessments (TNA) and ensure that training interventions are aligned with organizational priorities and identified competency gaps.
  • Develop and implement career development and succession planning programs to ensure availability of competent personnel for critical and strategic positions.
  • Advise management on staff development, career progression, promotions and capacity-building opportunities in accordance with approved policies and procedures.
  • Monitors and evaluates the implementation and effectiveness of training programs to assess their impact on employee performance and organizational objectives.
  • Prepares and submits monthly work plans and progress reports on Human Resource Planning and Development activities.
  • Manages and coordinates the implementation, monitoring and review of the Council's Performance Management System to ensure alignment with strategic objectives and organizational performance targets.



POSITION 6: ASSISTANT DIRECTOR OF COMMERCE (GRADE M3)

KEY REQUIREMENTS

  • Minimum of Bachelor's Degree in Commerce, Business Administration, Business Management, Economics, Marketing, Entrepreneurship, or an equivalent relevant qualification.
  • Five (5) years' relevant post-qualification working experience in commerce, trade, business development, investment promotion, economic development, marketing, or a related field.

KEY RESPONSIBILITIES

  • Assisting the Director of Commerce in the planning, coordination and implementation of the Council's commercial and trade development programs.
  • Developing and implementing strategies for promoting trade, commerce, investment and business development within the Council's jurisdiction.
  • Coordinating the registration, licensing and monitoring of businesses and commercial activities in accordance with applicable laws, policies and regulations.
  • Monitoring commercial activities, markets and trading premises to ensure compliance with relevant legislation, standards and Council by-laws.
  • Promoting local economic development through support to Micro, Small and Medium Enterprises (MSMEs), cooperatives, entrepreneurs and other private-sector actors.
  • Coordinating the development and management of markets and other commercial facilities under the jurisdiction of the Council.
  • Advising the Council on matters relating to trade, commerce, investment, markets, business development and local economic development.
  • Monitoring revenue collection from commercial activities and Council trading facilities and recommending measures for improving revenue performance.



POSITION 7: PRINCIPAL INTERNAL AUDITOR (GRADE M4/G)

KEY REQUIREMENTS

  • Bachelor's degree in Accountancy, Applied Accounting, Auditing and Information Systems.
  • Four (4) years' experience.
  • Must be a registered member with Institute of Chartered Accountants in Malawi (ICAM), ACCA, CIMA, or CIPFA.

KEY RESPONSIBILITIES

  • Supervising internal audit staff.
  • Planning, organizing, directing and controlling internal audit assignments.
  • Liaising with the Human Resource section with regard to training programs for the audit staff.
  • Checking systems and audit transactions to ensure that they comply with international standards.
  • Produce annual risk profiles and suggest control measures.
  • Producing monthly and quarterly reports on all audit assignments carried out.
