Job Description
OVERVIEW
The Roads Authority (RA) was created by the Roads Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Programme.
The Roads Authority (RA) is inviting applications from suitably qualified Malawians to fill the following vacant positions.

POSITION 1: CHIEF MAINTENANCE ENGINEER (GRADE RA4)
Location: Headquarters, Lilongwe
Reports to: Director of Maintenance
JOB TYPE: Full Time
KEY REQUIREMENTS
- Bachelor's Degree in Civil Engineering from a recognized university.
- 5 years of working experience in construction contracts management in RA.
- Must be a registered graduate engineer.
- Project management skills.
- Strong analytical and negotiations skills.
- Good computer literacy.
- Strong interpersonal skills.
- Problem solving skills.
- Must have a working knowledge of Occupational Health and Safety regulations.
- Good communication skills both oral and written.
KEY RESPONSIBILITIES
- Providing guidance in the preparation of procurement documents for contacting and consulting services for road maintenance projects.
- Reviewing maintenance project reports to establish validity.
- Reviewing and consolidating weekly, monthly, quarterly and annual reports from regions on maintenance projects.
- Ensuring that quality and quantity standards on road maintenance are being achieved commensurate with available funding.
- Managing consolidation of cash flows from consultants and contractors and development of database for checking monthly contractors' and consultants' payments for accuracy and recommending for approval by the departmental head.
- Conducting final technical review of all road maintenance projects and prepare performance reports for contractors and consultants.
POSITION 2: MAINTENANCE PLANNING ENGINEER (GRADE RA6)
Location: Regional Office, Mzuzu
Reports to: Regional Manager
JOB TYPE: Full Time
KEY REQUIREMENTS
- Bachelor's Degree in Civil Engineering from a recognized university.
- 5 years of working experience in construction contracts management in RA.
- Must be a registered graduate engineer.
- Knowledge and understanding of asset management principles, systems and techniques, including the ability to perform data interpretation and analysis to assist with asset planning.
- Excellent written and oral communication skills, including the ability to communicate with a range of stakeholders.
- Demonstrated ability to identify asset condition and formulate and implement an improvement plan for asset service delivery.
- Demonstrated analytical, conceptual and problem-solving skills with a high degree of initiative and flexibility including ability to and respond effectively to change.
- High level skills in the use of computer software for project management, asset management and data analysis.
- Strong leadership skills, with a proven ability to role model values and behaviours.
- Strong organisational skills.
- Demonstrated ability to act with integrity at all times, with all stakeholders.
KEY RESPONSIBILITIES
- Facilitating and participating in the preparation of regional annual road maintenance programs.
- Managing road infrastructure data collection and management functions in the regions.
- Coordinating the annual review of the road infrastructure asset management plans and asset valuations in conjunction with relevant internal stakeholders, to meet current and future asset management service needs and the provision and maintenance of road assets.
- Accessing, analysing and evaluating the implications of asset data trends and developments and advising appropriately on these in a timely manner.
- Maintaining records and files essential to meaningful analysis and reporting of maintenance-related matters.
- Producing reports from existing systems in developed formats when required.
- Ensuring that environmental and social impact assessment is being accurately conducted and monitored on all projects.
- Ensuring that monitoring and evaluation is being carried out on all planned and implemented works projects.
- Preparing periodic reports.
POSITION 3: DRIVER (GRADE RA11) – 5 POSITIONS
Location: Head Office (Lilongwe), Regional Office Centre (Lilongwe) & Regional Office South (Blantyre)
Reports to: Corporate Services Supervisor
JOB TYPE: Full Time
KEY REQUIREMENTS
- Malawi School Certificate of Education and a valid Driving License with good track record.
- At least 3 years' working experience in a reputable organization.
- Ability to work in a team environment.
- Ability to follow oral and written instructions.
KEY RESPONSIBILITIES
- Drive staff on official duties.
- Collecting and delivering company goods, equipment and mail.
- Checking the vehicle and carrying out minor maintenance to ensure that the vehicle is in roadworthy condition.
- Updating log book on daily basis.
- Checking validity of vehicle documents such as COF, Insurance etc. and report for timely renewal.
- Reporting needs for service or major faults.
- Ensuring that the vehicle is clean.
POSITION 4: OFFICE ASSISTANT (GRADE RA12) – 2 POSITIONS
Location: Regional Office Centre (Lilongwe) & Regional Office South (Blantyre)
Reports to: Corporate Services Supervisor
JOB TYPE: Full Time
KEY REQUIREMENTS
- Malawi School Certificate of Education with good track record.
- At least 1-year experience in related work.
- Ability to work in a team environment.
- Ability to follow oral and written instructions.
- Good organizational skills.
KEY RESPONSIBILITIES
- Cleaning offices of Directors/Heads of Sections.
- Moving files between offices.
- Collecting and delivering mail.
- Assisting with logistics of meetings, workshops and seminars.
- Assisting in arranging and filing documents.
- Preparing tea or refreshments.
- Collecting or distributing working materials and consumables.
