Job Description
The National Water Resources Authority (NWRA) invites applications from suitably qualified persons to fill the following positions.
POSITION 1: DRIVER (HEAVY GOODS MOTOR VEHICLE) – 3 POSITIONS (RE-ADVERTISEMENT)
Grade: NW 7
Department: Kamuzu Barrage
Location: Liwonde
Reporting to: Kamuzu Barrage Manager
Purpose of the Job:
Effectively dispose of weeds harvested from the weed boom at Kamuzu Barrage.
Key Duties and Responsibilities:
- Drive/operate dump trucks (tippers)
- Ensure that logbooks are properly maintained for each trip, daily mileage, fuel consumption, oil changes and greasing
- Coordinating maintenance schedule and insurance for vehicles and informing administration when renewal is due
- Performing any other duties as may be assigned from time to time
Minimum Qualifications and Experience:
- Malawi School Certificate of Education (MSCE)
- Must have a clean and valid driver's licence of code C with PrDP G, backed by five (5) years' experience
- Experience in dump truck (tipper) operation
- Good eyesight and must be physically fit
- Must have no criminal record
POSITION 2: ASSISTANT INSPECTION OFFICER – 3 POSITIONS
Grade: NW 6
Responsible to: Inspections Officer
Responsible for: Inspections Assistant
Location: Blantyre, Liwonde/Mangochi, Mzuzu
Purpose of the Job:
Compliance monitoring through the inspection and enforcement processes.
Key Duties:
- Assist in planning, coordinating and implementing inspection and enforcement activities
- Assist in inspection of water resources users and verify compliance with license conditions
- Assist in investigations into effluent discharge and water use practices
- Supervise and conduct collection and handling of water samples and inspection data
- Prepare preliminary inspection findings, non-compliance notices, and recommendations for enforcement
- Assist in monitoring catchment areas and recommend interventions for non-compliance
- Take care of inspection equipment and ensure proper maintenance
- Assist in conducting civic education on compliance requirements and water regulations
- Calculate annual charges for water resources use
- Supervise day-to-day fieldwork, data entry, and equipment maintenance of Inspection Assistants
- Compile and submit periodic inspection, compliance and enforcement reports
Minimum Qualification and Experience:
- Diploma in Environmental Science, Water Resources Management, Natural Resources Management, Engineering, Laboratory Science/Technology, Geography or a related field
- Minimum of two (2) years' relevant work experience in inspections, compliance monitoring, water resources management, or a related field

POSITION 3: INSPECTION ASSISTANT – 3 POSITIONS
Grade: NW 7
Responsible to: Assistant Inspections Officer
Location: Blantyre, Liwonde, Mangochi, Nkhotakota and Salima
Purpose of the Job:
To provide technical and administrative support in inspections, compliance monitoring and enforcement activities.
Key Duties:
- Assist in carrying out routine and ad hoc inspections of water resources users and regulated sites
- Collect field data, meter readings and maintain accurate records for reporting
- Collect, label, handle and transport water samples for laboratory analysis
- Assist in preparing inspection checklists, notices, and other documents
- Prepare equipment and materials for inspection activities
- Support civic education and stakeholder awareness on compliance requirements
- Assist in compiling data and calculating annual charges for water resources use
- Prepare and submit weekly and monthly reports on work done
- Carry out data entry and records update
Minimum Qualification and Experience:
- Malawi School Certificate of Education (MSCE) plus a certificate and/or experience in Water Resources Management, Environmental Management, Laboratory Science, Natural Resources Management or a related field
- At least one (1) year of relevant experience in field support, inspections, sample collection, or records management will be an added advantage
POSITION 4: LICENSING ASSISTANT – 3 POSITIONS
Grade: NW 7
Responsible to: Assistant Licensing Officer
Location: Blantyre, Liwonde/Mangochi, Mzuzu, Karonga
Purpose of the Job:
To identify water users and effluent dischargers and initiate licensing processes.
Key Duties:
- Assist in identifying unlicensed water abstractors, effluent dischargers and borehole drillers, and initiate the licensing process
- Assist in identifying licensed water users who are not compliant and initiate enforcement action
- Compiling list of unlicensed water users and effluent dischargers and report
- Assist in receiving and recording applications and preparing weekly and bimonthly reports
- Assist in ensuring that all licensing fees are paid and proofs of payments recorded
- Participate in civic education and stakeholder awareness activities
- Assist and guide applicants in completing license and permit application forms
- Assist Catchment Management Committees in handling water abstraction applications
Minimum Qualification and Experience:
- Malawi School Certificate of Education (MSCE) plus a certificate and/or experience in Water Resources Management, Environmental Management, Laboratory Science, Natural Resources Management or a related field
- At least one (1) year of relevant experience in field support, inspections, sample collection, or records management will be an added advantage
