POSITION 1: PROJECT ACCOUNTANT

Job Purpose:
Reporting to the Senior Project Accountant and working closely with Project Managers and Program Managers, the Project Accountant is responsible for the maintenance of timely, accurate, up to date and easily accessible financial information and the provision of training and mentoring to project staff (non-finance staff) on finance and related matters.
Key Responsibilities:
Financial data management and reporting:
- Read, understand and keep abreast of donor contracts and guidelines to ably guide Project team in interpretation and compliance of donor policies and procedures on budgeting, expenditures and reporting
- Review financial data for accuracy, completeness, and integrity to ensure its in line with UP/SHA and donor policies and procedures
- Prepare timely and accurate internal and donor financial reports in line with narrative reports, generally accepted accounting practices but also donor requirements to ensure effective project financial management
- Prepare monthly management accounts for Project managers and SMT's review
- Take initiative to investigate all project variances on budget variance reports (for assigned projects) and liaise with project managers on timely remedial action to ensure acceptable maximum budget utilization
- Assist in the uploading and posting of transactions in the Accounting System on daily basis
- Ensure well-labelled files are maintained for project payment vouchers, liquidations, journals, invoices, receipts
- In conjunction with project managers update the Financial Controller and HRA Manager with any information regarding staff grade, funding percentages and salary changes
- Support project managers with project narratives in relation to expenditure, financial risks and overall project's risk management
- Review, reconcile and update project asset listing, stock listing and verify to physical assets and stocks respectively
- Implementation and provide oversight of all system, policies and procedures to ensure efficient project implementation, compliance to UP and donor policies and procedures; reporting to management on any findings and areas of improvement
- Monitor the cash and bank balances to avoid projects bank accounts running out of resources
- Periodically conduct field visits to project sites to familiarize oneself with project activities but also confirm expenditure and provide finance induction, on-site support to staff, partners where necessary in all aspects related to accounting, finance and budget
Month end procedures:
- Monthly prepare timely and accurate bank reconciliations of the assigned bank accounts, monthly Project Financial Monitoring Reports; posting accounting transactions; preparing source documents and ensuring that all invoices are accurate and relevant documents for audit are in place; checking and following up liquidations
- Monthly review and reconcile all assigned balance sheet accounts and their items, investigate to clear all long outstanding items, raise the necessary journals, and ensure amounts in balance sheet accounts are correct and well supported
- Assist the Senior Project Accountant with all other month end procedures
Cash flow management:
- Facilitate sales of forex to replenish operating accounts; ensuring the sale is at a competitive rate
- In accordance with SHA's Finance Policy, calculate monthly conversion rate of all foreign currency transactions to facilitate smooth reconciliations
- Prepare and consolidate where necessary the cash forecasts
Staff capacity building:
- Provide finance induction to staff in all aspects related to UP's accounting policies and procedures as well as donors' requirements
- Work with project staff to prepare project close out and participate in project close out meetings
Other:
- Support Project Managers in developing and consolidating donor and SHA annual budgets
- Facilitate internal and external audit processes in relation to the project and ensure audit requirements are monitored throughout the project; work with the Project Managers to ensure that audit recommendations are implemented
- Uphold and promote SHA's safeguarding policy
Qualifications:
- Minimum of Degree in the field of accounting, business administration and or business management
- 5 years' experience working with a development or humanitarian organization
- High levels of integrity, honesty, but also a quick learner
- Good computer skills with ability to work with spreadsheets, accounting software packages
- Attention to detail and problem-solving skills
POSITION 2: MONITORING & EVALUATION COORDINATOR

Reports to: Project Manager
Job Purpose:
This position contributes to the design, continual improvement, and implementation of monitoring and evaluation activities for SHA Malawi, primarily under the FCDO Humanitarian Project. The M&E Coordinator also contributes to the institutionalization of M&E systems and standards for the purpose of improving programmatic quality, documentation and program development efforts, while assisting with program coordination.
Key Responsibilities:
- Provide overall leadership for the design, continual improvement and implementation of an effective M&E strategy for the FCDO Project and other SHA Malawi programs
- Provide leadership for the organization-wide technical assistance and support in M&E and programmatic research
- Maintain effective coordination and/or provision of technical support on reporting as needed for country program
- Maintain effective coordination with the Project Manager, National MEAL Manager, Deputy Country Director-Programmes, Global Office on reporting and as needed for relevant programs in compliance with SHA contractual programs
- Identify current M&E needs and priorities, and resources in the country
- Strengthen organizational capacity in application of state-of-the-art M&E methods and techniques, including program/project/study design
- Oversee research activities including impact assessments and support efforts for identifying opportunities for design and implementation of Operations Research Studies
- Develop or strengthen existing M&E plans for SHA Malawi program portfolio, ensuring that existing M&E systems and tools are functioning adequately
- Oversee the design and implementation of selected baseline assessments, project reviews, mid-term and final evaluations
- Oversee the identification, documentation and sharing, both within SHA and externally, of best and promising practices, including projects' success stories, develop, and implement dissemination strategy
- Contribute to proposals, design of programs, projects, and studies, including review and provision of feedback on selected program/project/study designs, survey methodology and findings; performance monitoring plans, evaluation methodology and findings
- Oversee implementation of M&E plans for selected country programs, ensuring monitoring of indicators to ensure program/project progress against objectives
- Design, implement and/or provide technical assistance and training on quality improvement of programmatic interventions
- Orient key staff and partners to M&E plans, data collection and reporting methodology
Qualifications:
- A bachelor's or master's degree in a field like statistics, social sciences, international development, or a related area
- 3-5 years progressive experience in monitoring and evaluation/database operation
- Experience in NGO systems and projects
- Excellent communication skills
- Able to pay attention to details and work in a fast paced environment
- Able to meet tight deadlines and respond to many requests
- Well organized

POSITION 3: DRIVER

Reports to: Project Manager
Job Purpose:
Drivers are responsible for completing all logistical support to the organisation and the projects we implement in a timely, efficient, and transparent manner. The position necessitates a realistic understanding of the operating environment as well as the ability to carry out multiple tasks as assigned from time to time in collaboration with other departments.
Key Responsibilities:
- Assist in management of fleet (Car tracking, vehicles allocation, fuel management, fleet service and repairs as well as production of fleet reports)
- Drive organizational vehicles with care and responsibility ensuring safety and security of the vehicle when it is in his/her custody
- Cleaning the vehicle on a daily basis. Ensuring that the engine and gear box oil, battery acid, break and clutch fluid and tire pressures are regularly checked and kept to recommended levels
- Ensuring that the vehicle is regularly serviced and maintained
- Recording vehicle log book continuously and accurately
- Timely reporting any vehicle accidents as and when they happen. Reporting any damage/mechanical faults to the Project Manager
- Providing vehicle performance report for each service
- Keeping up a travel log record of areas travelled, time etc and fuel receipts
- Provide daily report to the supervisor
- Recognize and timely notify supervisor of any faults concerning vehicles or worn out parts
- Perform any other duties assigned from time to time by the manager
Qualifications:
- Clean driving License. Defensive driving skills desirable but not essential
- Minimum of a Malawi Schools Certificate of Education
- Minimum of 3 years' experience in related role
POSITION 4: PARTNERSHIP AND COMPLIANCE OFFICER

Reports to: Legal and Compliance Manager
Job Purpose:
Reporting to the Legal and Compliance Manager and working closely with Project Managers and Program Managers, the Compliance and Partnership Officer ensures organizational and donor compliance while building and managing strategic partnerships that strengthen program delivery, accountability, resource mobilization, and overall organizational impact.
Key Responsibilities:
Core Project duties:
- Support project accountant on financial reviews
- Provide guidance on contractual issues
- Reviews requests from partners on budget variations etc
- Advises MT on common issues arising from reviews
- Participates in planning and review meetings
- Keep abreast of changes in donor guidelines and requirements and communicates these to MT and project team
Risk Assessment:
- Identifies and compiles inherent and operational risks faced by the projects
- Inspects records compiled by the projects to evaluate how risks have been managed
- Checks compliance to donor rules and regulations
- Compiles risk status reports for review by the Legal and Compliance Manager using the information gathered during partner expenditure verification
Monitoring and Evaluation of Internal Controls:
- Evaluates the adequacy of processes, design and the effectiveness of internal control systems in meeting business and control objectives
- Identifies and documents control and process weaknesses and provide evidence to support findings
- Proposes practical and value adding recommendations to address control weaknesses and/or process inefficiencies
- Prepares and presents clear and concise reports that reflects expenditure verification results/outcomes
- Participates in follow ups of expenditure verification findings for both partner and internal
- Prepares consolidated monthly report where all critical findings are summarized for review by the Legal and Compliance Manager and further action by programme team
- Communicates any interim findings as and when the expenditure verification progresses
Qualifications:
- Bachelor's degree in business administration, Finance, Accounting or any other relevant field
- At least 3 years' experience in a similar role
