OVERVIEW

Greenbelt Authority (GBA)—a Statutory Corporation established under the Greenbelt Authority Act No. 23 of 2017—is the engine driving the nation's agricultural and economic transformation. Our core mandate is bold: to unlock the country's vast land and water resources through large-scale commercial irrigation, moving beyond subsistence farming to create a resilient, food-secure, and export-driven economy that accelerates Malawi's socio-economic transformation.

We are transitioning from a subvention-dependent entity into a fully self-sustaining, commercially vibrant authority. This requires leaders who are not just qualified, but passionate about building systems, driving profitability, and creating lasting socio-economic impact.

Appointment: Three (3) year renewable performance-related contract for all positions



POSITION 1: DIRECTOR OF IRRIGATION OPERATIONS

Role Purpose

This role provides overarching technical leadership and operational oversight for all irrigation infrastructure, scheme operations, agricultural production, land management, and commercial agro-processing. The Director is pivotal in transitioning the GBA from a subvention-dependent entity to a fully self-sustaining, commercially viable authority.

KEY REQUIREMENTS

Academic & Professional:

  • A Bachelor's Degree in Irrigation Engineering, Civil Engineering, Agricultural Engineering, Land Management, or a related field.
  • A Master's Degree in a related field.
  • Strongly Preferred: Full registration with a recognized professional body.

Work Experience:

  • A minimum of eight (8) years of post-qualification experience at a senior management level in the public or private sector.
  • A distinct advantage: Hands-on experience in the agricultural irrigation sector, major hydraulic infrastructure development, or managing large-scale commercial irrigation projects.

Core Competencies & Knowledge Base:

  • Demonstrable ability to lead multidisciplinary teams (engineers, agronomists, land experts) to achieve unified strategic targets.
  • Strong commercial acumen with a proven track record of shifting operations toward revenue-generating models.
  • Exceptional skills in negotiation, stakeholder management, and Board-level reporting.
  • Technical proficiency with modern management systems (e.g., GIS, AutoCAD, project management software, ERPs).
  • Uncompromising ethics with zero tolerance for corruption or procedural non-compliance.

KEY RESPONSIBILITIES

Strategic Leadership:

  • Develop, implement, and enforce operational policies and SOPs.
  • Partner with Planning and Investment divisions to execute business turnaround strategies to achieve full commercial autonomy.
  • Formulate multi-year technical master plans and annual budgets.

Operational Division Oversight:

Lead and manage the performance of four core divisions:

  • Infrastructure Development: Oversee design, construction, and maintenance of hydraulic infrastructure (dams, pump stations, pipelines, networks).
  • Land Administration: Direct land acquisition, surveying, allocation, and titling in compliance with statutory frameworks.
  • Agricultural Production & Business Development: Drive modern agronomic practices, yield optimization, and high-efficiency farming.
  • Agro-Processing & Marketing: Lead value-addition, post-harvest technology, and market linkage strategies.

Governance & Stakeholder Engagement:

  • Ensure all activities comply with Board directives and government policy.
  • Serve as the primary technical authority representing GBA to Government, development partners, investors, and communities.



POSITION 2: DIRECTOR OF FINANCE AND INVESTMENTS

Role Purpose

As a core member of the executive leadership team, this role is responsible for steering the organization's overall financial strategy, ensuring fiscal integrity, and driving investment performance. The Director bridges executive financial control with strategic growth, overseeing capital allocation, portfolio performance, risk management, and investor relations.

KEY REQUIREMENTS

Academic & Professional:

  • A Bachelor's Degree in Finance, Accounting or a related field.
  • A Master's Degree in Finance, Business Administration or related field.
  • Mandatory: Full professional accounting qualification (ACCA, CPA, CA, or equivalent) with membership in a recognized professional body.
  • Desirable: A Chartered Financial Analyst (CFA) charter or equivalent credential.

Work Experience:

  • A minimum of eight (8) years of post-qualification experience at a senior management level.
  • Proven track record in transaction structuring, capital raising, project finance, and portfolio management is required.
  • Strong background in leading statutory audits, managing corporate tax strategy, and executing financial transformation programs.

Core Competencies & Knowledge Base:

  • Advanced skills in financial modelling, capital budgeting, and corporate valuation.
  • In-depth knowledge of statutory tax laws, legal deal structuring, and financial regulatory frameworks.
  • Exceptional strategic thinking, negotiation, presentation, and executive decision-making capabilities.

KEY RESPONSIBILITIES

Financial Strategy & Capital Management:

  • Lead long-term financial modelling, capital structure optimization (equity, debt, grants), treasury and liquidity management, and the establishment of corporate Financial KPIs.

Financial Reporting & Controls:

  • Oversee the preparation of statutory financial statements in compliance with IFRS (or IPSAS).
  • Manage audit relations and enforce a robust internal control framework to safeguard assets and mitigate fraud.

Investment & Capital Allocation:

  • Develop and execute investment frameworks for high-yield opportunities.
  • Lead project appraisal, financial modelling, and due diligence for investments, acquisitions, and joint ventures.
  • Monitor portfolio performance.

Risk Management & Governance:

  • Implement Enterprise Risk Management (ERM) frameworks.
  • Serve as the chief strategic advisor to Board Committees (Audit, Risk, Investment) on financial and risk matters.
  • Ensure full statutory and regulatory compliance.

Performance Management Plans and Budgets:

  • Align institutional performance plans with Treasury guidelines and national frameworks, monitor service delivery targets, and compile statutory reports for the Board, line Ministries, and oversight authorities.
  • Coordinate budget preparation under Public Finance Management standards, control public expenditures to prevent vote-book overruns, and maintain audit-ready financial controls for the Auditor General and other authorities.



POSITION 3: DIRECTOR OF CORPORATE SERVICES

Role Purpose

To provide strategic leadership and executive oversight of the Corporate Services Directorate (comprising Human Resources, Legal, Administration, Procurement, and ICT). This role is pivotal in ensuring organizational effectiveness, legal and regulatory compliance, operational and institutional integrity, thereby supporting the Authority's mandate.

KEY REQUIREMENTS

Academic & Professional:

  • A Bachelor's Degree in Human Resource Management / Public Administration / Law (LLB) from a recognized university.
  • A Master's Degree in Human Resource Management / Public Administration / Law (LLB) / Business Administration (MBA) from a recognized university.
  • Registered member of any relevant professional body.

Work Experience:

  • A minimum of eight (8) years of post-qualification experience at a senior management level.
  • Essential: Demonstrable experience within the agricultural, irrigation, or agro-industrial sector.

Core Competencies & Knowledge Base:

  • Expert knowledge of the Laws of Malawi, specifically Corporate, Labour/Employment, and Public Administrative Law.
  • Proven expertise in public procurement rules, public finance frameworks, and statutory governance principles.
  • Demonstrable track record in leading and integrating multi-disciplinary teams (HR, Legal, IT, Procurement, Admin).
  • Excellent skills in negotiation, conflict resolution, strategic communication, and executive-level report writing.

KEY RESPONSIBILITIES

Directorate Leadership:

  • Lead strategic planning, policy formulation (including terms of service and manuals), and organizational performance management.
  • Oversee cross-cutting initiatives such as gender mainstreaming, institutional integrity, and climate change integration.

Legal, Compliance & Governance:

  • Ensure strict compliance with all Laws of Malawi, labour laws, corporate law, and public sector frameworks.
  • Direct the Legal Section in drafting contracts and MOUs.
  • Monitor litigation and manage legal risk.

Company Secretarial:

  • Oversee Board Secretarial services and responsible for Board Pack Production, quality control, and timely dispatch of executive correspondence to the Board in liaison with the CEO.
  • Taking minutes, official records of board deliberations and oversee post-meeting action items to ensure organizational accountability.
  • Provide authoritative counsel on statutory obligations, maintain official registers, and manage regulatory filings.
  • Facilitate meeting schedules, collaborate with the CEO and Chair on agenda formulation, and lead director orientation programs.

Human Resource Management:

  • Direct talent acquisition, workforce planning, performance appraisal, staff training, and career progression.
  • Enforce compliance with labour laws and industrial relations best practices.

Procurement & Asset Management:

  • Oversee the annual procurement plan, ensuring full compliance with public procurement and asset disposal regulations, transparency, and value for money in all tenders and contracts.

ICT & Administration:

  • Lead the digital transformation strategy and administrative cybersecurity protocols.
  • Oversee functions including logistics, records, estate, transport, and insurance.
